The “3.5 percent rule,” coined by Erica Chenoweth, asserts that when nonviolent social and pro-democracy movements reach a certain critical mass—just 3.5% of the population—they overwhelmingly tend to succeed. This isn’t about the number; it’s about the strategy. When we take collective action, like protesting, donating, and voting, it becomes much harder for those in power to ignore or stop us. Progressives in the U.S. don’t need a majority to transform systems. We need disciplined, collective action that draws in ordinary people at scale and refuses to back down. We need you.
Three Point Five is a progressive digital fundraising and advocacy political action committee dedicated to building an inclusive democracy that is truly accountable to the many, not the few.
Our name reflects a simple but powerful idea: It only takes a small, committed percentage of people to create lasting political change. Too many strong candidates—especially at the state and local level—never get the resources or recognition they need to compete. Too many issues are leveraged against one another despite being interconnected. Meanwhile, entrenched, well-funded interests dominate the political landscape, pulling the United States into a backward slide toward authoritarianism.
The voices of everyday Americans—the parent working split shifts, the teacher paying for classroom supplies out of pocket, the immigrant running a small business—are foundational in shaping our democracy. Collective action can change the trajectory of entire elections. People power can overcome the influence of wealthy donors and corporate interests.
At Three Point Five, we turn grassroots energy into measurable impact by:

Our team
Three Point Five is 100% led and run by women. Our multiracial, multi-faith, queer-inclusive team is spread across Tennessee, Ohio, Vermont, and California.
Collectively, we have held roles at every level of political campaign, giving us firsthand knowledge of what it takes to win. Our work includes deploying Howard Dean’s 50-state strategy, flipping congressional seats from red-to-blue, developing the public pressure campaigns to win net neutrality and secure the Iran Nuclear Deal during the Obama era, leading unionization efforts in red states, fundraising millions of dollars to provide Tribal IDs, building funder bases to provide abortion care post-Roe, and more.
